Exchange of a foreign driving licence
The DGT handles the exchange of foreign licences together with the other driving authorisations. Not every country can be exchanged: it depends on the country and on the licence being valid.

Who it is for
Someone with a foreign licence who wants a Spanish licence. The DGT e-office groups issue, renewal, special and international permits, and exchanges.

Check whether your country can be exchanged
The drivers regulation is the rule. The e-office says exchanges exist, but the country list and the agreements are on the DGT site itself. Do not assume an exchange because you are from the EU or from outside it.

Book with the DGT, not with immigration
The exchange is not requested on the immigration ICP site. The appointment is the traffic one.
