EU citizen registration certificate
Registration in the Central Register of Foreign Nationals for someone who will live in Spain for more than three months. The Police say that, if the requirements are met, the certificate is issued immediately and includes the NIE.

Who it is for
Citizens of an EU Member State or of another state party to the EEA Agreement who will live in Spain for more than three months. They must apply in person within three months of entry.

Prepare form EX-18 and the fee
The police sheet asks for form EX-18 and the receipt for form 790 code 012. On the fee table reviewed on 4 November 2026, the EU resident registration certificate is listed at €12.00.

Besides a valid passport or identity document, you must bring the papers for your situation: employment, self-employment, studies, or resources plus health insurance. The official page points to Article 7 and does not publish one list for every case.
