NIE assignment
Foreigner identity number requested by the person concerned. It is not a residence card or the EU registration certificate. The Police link it to form EX-15.

Who it is for
Someone who needs a NIE and is not applying for a residence permit or the EU citizen certificate. The official site calls it “NIE assignment at the request of the person concerned”.

Do not confuse it with the EU certificate
If you are an EU citizen and will live in Spain for more than three months, the usual procedure is the registration certificate (EX-18), which already includes a NIE. EX-15 is a different procedure.

Complete EX-15 and pay the fee
The Police procedure list names form EX-15. The fee table shows €9.84 for NIE assignment at the request of the person concerned, form 790 code 012.

Book the NIE procedure
On ICP choose the province and the NIE assignment procedure. The menu name is not identical in every province.
